Find the signal
Read public budgets, procurement notices and contract records. Preserve document dates and source references.
Kowalski turns public records into source-supported research briefs for project-design and infrastructure suppliers.
Explore the methodAn early-stage research prototype. The focus is a checked decision about buyer activity, project stage and supplier fit.
How the research works
A newly published record can describe an old project, an already awarded stage or funding without an active purchase. Each brief checks those distinctions before reaching a verdict.
Read public budgets, procurement notices and contract records. Preserve document dates and source references.
Check whether the relevant work is current, still open, already contracted or part of a different project phase.
Examine purchasing history, known suppliers and the match between the work and a supplier’s specialty.
Produce a concise brief with supporting sources, unresolved questions and a reason to pursue, hold or discard the signal.
Illustrative evidence check
This example shows the boundaries a brief should retain. It uses no invented buyer, contract value or customer outcome.
| Record | What it can establish | What still needs checking |
|---|---|---|
| Capital budget allocation | Funding listed for a project or activity. | Whether design services are being purchased, when and by whom. |
| Earlier supplier contract | An identified supplier and scope for that contract. | Whether a later phase is separate, open and relevant to another supplier. |
| No matching search result | No match found within the stated sources, query and date range. | Coverage gaps and alternate records. A search without a match does not prove no award exists. |
Verify the purchasing stage before spending time on outreach. The brief should say what is known, what is uncertain and which source would resolve it.
Development
Kowalski is a pre-revenue project at prototype stage. Archived research work explored public-record retrieval, source comparison and supplier-specific briefs.
Evaluate whether the research can consistently produce useful, verifiable briefs for Slovak suppliers, with a clear human review step.
Extract structured facts from documents, compare project stages, flag conflicting evidence and draft source-linked briefs. A reviewer checks the sources and final verdict.
Claude API integration is planned. It is not yet running in production, and the project is not currently offering a live monitoring service.
